The United Kingdom and France Will Dispatch Military Personnel to the Country if a Ceasefire Accord is Finalized

The UK and France have inked a memorandum of understanding concerning the deployment of armed personnel in Ukraine should a peace deal be made with Moscow, the UK Prime Minister, Starmer, has announced.

Subsequent to discussions with Ukraine's allies in the French capital, he said that the allies would "create defense centers across Ukraine and build secure structures for arms and equipment" to deter any future attack.

The allied nations also put forward that the United States would assume leadership in overseeing a truce.

Moscow has on multiple occasions cautioned that any external forces in Ukraine would be considered a "legitimate target", but has so far not responded on this recent announcement.

The Situation and Continuing Conflict

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the start of last year, and Moscow currently occupies roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our vow to stand with Ukraine for the foreseeable future," remarked the UK Prime Minister.

Top officials and senior officials from the "Coalition of the Willing" participated in the recent discussions.

Addressing reporters at a joint press conference, Starmer added: "It creates the pathway for the legal framework under which allied and coalition forces could operate on Ukraine's territory, protecting Ukraine's air and maritime domains, and restoring Ukraine's armed forces for the time to come."

The PM added that the UK would participate in any Washington-directed verification of a prospective cessation of hostilities.

Security Guarantees and Negotiation Stances

Senior Washington representative Steve Witkoff stated that "durable defense assurances and robust reconstruction vows are essential to a permanent resolution" in Ukraine – alluding to a central demand made by Ukraine.

The negotiator noted the coalition had "mostly completed" their work on establishing such guarantees "so that the Ukrainian people know that when this conflict ends, it ends for good."

Donald Trump's son-in-law, US President Donald Trump's advisor, also participated in the discussions.

Separately, President Macron Emmanuel Macron said that Ukraine's supporters had made "major headway" at the meeting.

He noted that "comprehensive" safety pledges for the Ukrainian government had been settled upon in the event of a potential ceasefire.

Ukrainian President Volodymyr Zelensky said that a "major development" had been made in the talks, but cautioned that he would only view efforts to be "sufficient" if they resulted in the conclusion of the war.

Recently, the Ukrainian leader indicated a peace agreement was "90% ready". Agreeing on the last 10% would "decide the outcome of the peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Land and security guarantees have been at the center of key disagreements for negotiators.
  • The Russian President has often said that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any middle ground over how to conclude the war.
  • Kyiv has so far ruled out giving up any territory, but has proposed that Ukraine could move its forces to an mutually accepted point – but only if Russia follows suit.

Russia presently holds approximately 75% of the Donetsk region and around 99% of the adjacent Luhansk region. The areas form the industrial region of Donbas.

The original US-led multi-point proposal that was circulated to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Moscow's favor.

This sparked weeks of high-level negotiations – with all sides trying to adjust the draft.

Last month, The Ukrainian government sent the US an updated framework – as well as separate documents outlining potential defense assurances and arrangements for Ukraine's reconstruction, Zelensky added.
